US privacy law today involves regulation of various industry sectors, along with specific practices. The national privacy law debate (driven by GDPR, CCPA and other developments) focuses on implementing an “overall” national privacy law. What can we learn form the experience of these sectors (particularly health care and financial services) and how should a national law address these sectors?
